Senate GOP Back President's Proposal to Overhaul Obamacare

American lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Impact of Federal Closure

The effect on US citizens from the longest closure of the US government in history deepened on Saturday, as government employees went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Plan from Golf Course

As Saturday's meeting got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator said.

Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic senators expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to end the closure in exchange for a later vote on the ACA payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.

"Inaction is irresponsible because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough backing in 2017.
